I live in southestern Pennsylvania and found this small (3-4 inches tall) flowering plant growing in my lawn. It looks like salvia, but it's way too small, isn't it? The flower looks like lobelia. Maybe it's lobelia that I've never noticed because I've always mowed over the area? Is there a dwarf version of salvia or lobelia?

There is a dwarf Blue Victoria Salvia. http://www.magnoliagardensnursery.com/productdescrip/ Salvia-Victoria.html There's a link I found on google. It looks like a good candidate. I also searched dwarf lobelia, and while there are some, they don't seem to look like your photo.

My best guess would have been a green-leaved Ajuga.

The flower definately looks like a perfect match for Ajuga - but the leaves don't match. And now that I look at it, the leaves don't match the Salvia either...

I think I've found it. It does indeed appear to be ajuga reptans, a.k.a. Carpetweed. A friend from church recognized it and directed me to this on Wikipedia:
