If you pour vinegar on a tree stump will it kill it? We had to cut it down since it was planted to close to the house and was about to cause a whole lot of trouble, and still will if we don't take care of it.

Try 41% glyphosate (pro-strength, undiluted RoundUp). Cut the stump and apply full strength with a paintbrush or spray bottle within 5 minutes of making the cut. It will not come back. Sometimes (depending on the variety of tree) it can re-sprout a bit, but the main stem will die.
