Could be Achillea ptarmica 'The Pearl', or one of the Antennarias, the pussytoes. (Hey, I don't name 'em, just report the facts.)

Even i was about to post the same for id.... here is what i have for a better look on the leaves.
Labourlove... it is not Achillea ptarmica, it turned up different when i googled. I think Antennarias is closer.

If it helps, the flowers r less than 0.5cm dia... Hope u all can help.
