My green beans are up pretty good and vining out, but now the leaves are turning somewhat yellow and seem to have some rusty spots on them, can someone answer why? Too damp? Live in SC. and we have had alot of rain lately.

Yep, rust - a common problem of beans. Don't pick 'em when there is any moisture on the leaves - it will make the problem worse.

It is too damp. Too much water may cause fungal growth or root rot and can kill your plant.
