I have a Kousa dogwood that has grown to big for the area that it is in. When is the best time to prune it? It is in flower right now.

It is better to prune deciduous trees when in dormancy. Dogwoods are especially subject to disease and heal very slowly

Prune it right after it finishes flowering.
