This is a type of fungi known as a stinkhorn. Information on this can be found here: http://botit.botany.wisc.edu/toms_fungi/july99.html

There's not much you can do about them. They seem to grow mainly in mulch or dead leaves. I get them in my garden too. I find them unusual but they don't seem to be distructive in any way. Still, I don't think I'd want to eat them.
